馬英九先生十九日拜訪烏山頭水庫與嘉南水利會，並參觀設計者日本人八田與一夫婦之紀念銅像，親自獻花，表達對這位百年來台灣水利界先輩的敬意。
馬英九先生也在此行中提出了未來對嘉南平原農業與區域發展的關鍵政策。他主張以公有地配合農地釋出，以專款方式在嘉南平原推動植林，一方面可以保育地下水源減低全國碳排放量；另一方面，於北回歸線南北復育數萬公頃的台灣原生樹種，將極具潛力成為北半球最重要的生物種苗育成基地。

There are many opportunities for those who want to fix Taiwan's chronic problems such as flood, typhoon, earth quake, etc.. For wahtever reasons, DDP missed those great opportunities. I am hoping that Ma and his team can develop executable plans to
fix those problems for Taiwan forever, making Taiwan a real formosa.
Planting trees is an old, known method to solve certain problems, and it takes many years. With money, resources, and technology, Taiwan's creativity, one can do much better than that.
I assume that Ma is taking inputs from everywhere to develop his grant plan in saving Taiwan. Does he have an email address to collect inputs?

植林只是我們提出的其中一項政策，台灣的環境問題與水資源、農業、工業、生態、地質等議題環環相扣，絕非一個方法就能解決。
